i dont quite understand how fluorescent lights work. if the element which is absorbing the UV and re-emitting the lower energy visible light is a solid, how come the emitted visible light is only certain discrete frequencies? as the restrictions of the energy levels for the electrons don't apply, wouldn't the electrons just fall back to any spot, causing a continuous spectrum (the same as when you heat the solid?)?

only electrons in the valance shell with energy less than that of the excitation is being bumped out. the energy equivalent is coming out as light. Since the energy levels of the electrons in shell are not continuous, you will not get a continuous spectrum.
